Steps to reproduce:

1. Install from sratch or upgrade 6.0 to 7.0
2. Create Admin user with required permissions
3. Create 5-10-15 Actions (in general 19 out of 55 was returned on a real instance)
4. use API method like action.get for a same user with API token or user password

Result:

1. not all the actions are returned

Expected:
No difference, since same user is used. In 6.0 works as expected.
