RefreshActiveChecks does not work as expected in Agent 2 7.0.0

      Steps to reproduce:

      1. Configure agent 2 with RefreshActiveChecks=3
      2. Observe the connections from the agent to the proxy

      Result:

      Agent requests active checks every ~4 seconds.

      Expected:

      Agent requests active checks every 3 seconds as configured.
