Steps to reproduce:

1. Set a trigger action to send to some user on all media. Configure only 1 media type on user.
2. Navigate to Media types 
3. This trigger action will be shown as "used in" all the defined media types even though the media types are not configured on the user.
4. Same behavior appears when using recovery operation "Notify all involved". 

Result:
When using all media in trigger actions, media type displays used in trigger action even though media type is not configured on user.
Expected:
Media type should not be displaying as "used in" when specific media type destination is not configured under the user or users in group. 

There should also be an option to notify all involved via media type not default to all media (as it would seem it does)
