Modules having a capital "I" in namespace fail to load with Turkish locale

      Steps to reproduce:

      1. In 7.0, enable tr_TR locale.
      2. Navigate to User settings > Profile.
      3. Switch "Language" to "Turkish (tr_TR)".
      4. Click "Apply".

      Result:
      The following error being displayed on every page:
