Steps to reproduce:

1. Add user group
2. In the host permissions tab, select all host groups
3. Click add (make sure to click both, but in the right order)
4. Add an extra host group

Result:
When adding the extra host group, it went from saying "all groups" to listing all the groups.

Expected:
We need to have an ability to set a rule for all groups, including groups added in the future. I would expect the wording "all groups" to mean that this rule applies to all groups and not "all current groups".
