Tag elipsis should be displayed only when there is no space

      Steps to reproduce:

      See the attached video.

      Expected:

      Do not display ellipsis when there is no need for it. Note that it's displayed ok with the tag filter.

      If there is a technical limitation (e.g. space reserved for more tags than displayed) tags should at least be displayed both cases consistently.
