Steps to reproduce:

 1. Create Web scenario and add steps with Required status codes as 200,301,302,307
 2. stop web application
 3. The browser could not open application URL anymore
 4. curl command time out and return "Object moved" message with return code 302
 5. web failure problem was raised on the Zabbix
    as the trigger is defined as min(web.test.fail[],#3)=1
 6. web failure problem is constantly flapping between "problem" and "resolved"

Result:
   the screenshot shows that the "Failed step of scenario" - web.test.fail[] is flapping beteen 1 and 0

Expected:

  the "Failed step of scenario" - web.test.fail[] should always be 1
