Steps to reproduce:
1) Navigate to Monitoring->Latest data.
2) Checking 2 values and press - "Display stacked graph"
3) Check appeared page. Filter tab can be seen.

4) Change "View as" to Values and then back to Graph.

Result:
Filter tab disappeared.

Expected:
Filter tab visible (exists).
