Steps to reproduce:

1. Configure ICMP ping discovery "my_network" for IP range
2. Configure discovery action :

• Discovery check equals my_network
• Discovery status equals Up
• Uptime/Downtime is greater than or equals 600

• Add to host groups: my_network
• Link templates: Template ICMP Ping

1. Run like this happily for many years
2. Upgrade from Zabbix 5 to Zabbix 7.0
3. Configure new zabbix proxy (postgresql)
4. Switch few hundred hosts (monitored only by ping) to this new proxy
5. Delete unused ZBX interfaces in process.

Result:
Discovery actions created many duplicate hosts

Expected:
Discovery actions work like before

Quick search show nothing about discovery action creating duplicates
How can I help fix this, if not documented/normal?
