Zabbix agent 2 and loadable plugins use a protocol version value defined in the shared SDK dependency to check for incompatibility between them.

The protocol version should be increased only if there are changes made to the communication protocol.

With Zabbix 7.0 and its new feature of per-item-configurable timeout protocol changes where introduced, but the protocol version does not reflect that.

Need to define concrete rules for how the protocol version should be changed and when and update 7.0 and master accordingly.
