Disabling hosts and queue

      Zabbix 6.4.2, hosts with zabbix agents and no proxy

      Steps to reproduce:

      1. Disable a host with zabbix agent onboard
      2. Wait until history retention will clean up latest data
      3. Reenable the host

      Result:

      Passive items for the re-enabled host will go in the queue, with "Scheduled check" set to Never and Zabbix will not poll those items anymore, unless manually requested with "execute now"

      Expected:
      Re-enabling a host should not put its passive items in queue just because there is no history data available
