Steps to reproduce:
1. create some maps:
1.1. create a map who's owner is guest;
1.2. create a map shared with guest user;
1.3. create some other maps with different owners etc;
2. enable guest account;
3. log in with guest account;
4. navigate to map list;

Result: Some maps don't have "Properties" and "Edit" links at all, some have non-clickable links "Properties" and "Edit", which just looks weird.
Expected: As discussed with sasha, it's probably better to remove those non-clickable links. If you open a map and see disabled "Edit" button, it's OK. But for those links, it looks strange.
