Zabbix action with multiple host group conditions was automatically disabled when one of the host groups was deleted. That is expected behaviour. However, the associated custom expression was not updated to remove the variable associated with the deleted host group. There is a possibility to re-enable the action with faulty custom expression from the action list page, which should not be possible before custom expression is fixed.
