      HAProxy: has been restarted - this looks strange, like word 'Service' or 'Host' or {HOST.NAME} is lost.

      Actual in haproxy_agent, haproxy_http, template_app_iis_agent, systemd, vault_http, tidb_tidb_http, tidb_tikv_http, etc.
