Inconsistent error handling for Item Prototype list access with READ permissions

      Steps to reproduce:

      1. Create Regular admin user with READ access to all templates and hosts,
      2. Copy the link for the list of prototype items,
      3. Login under regular user,
      4. Follow the link from step 2.
