Steps to reproduce:

1. Set map provider to USGS US Topo
2. Create a dashboard with geomap widget and inital view 56.95225,24.11301,11
3. Map will not be displayed on the dashboard because zoom level is too high
4. Create a scheduled report with this dashboard
5. Press the Test button
6. Get an error message
7. Report generating test failed.

   Cannot fetch data.: network.EventLoadingFailed event with ErrorText = 'net::ERR_BLOCKED_BY_ORB' was received while loading dashboard.

Expected:
Report is generated with an empty map as displayed on the dashboard
