      Steps to reproduce:

      1. Import attached template
      2. Import attached template again

      Result:
      Order of preprocessing steps is wrong.
      Confirmed by reported "changes" on second import.

      Expected:
      Correct preprocessing steps for partial ZBX-25887 workaround.
      No changes reported on second import.

      Same result when trying to fix order in GUI - frontend stays it saved changes but order stays wrong
