Steps to reproduce:

1. On a non-super admin user, in a dashboard with "Problems"  widget, all automatic actions (for example GLPi tickets) was visible.  After a upgrade to 7.0, the action list for automatic actions is empty, only showing user updates.

Result:
See screenshot from the detailed "action list" from "Problem Widget", accessed as a non-super-admin user:  It is only showing "mensages" from user updates, not showing all the automatic actions messages ("alert messages")

See screenshot on the same event, but with super admin showing all "alert messages".
