When filtering hosts in Zabbix by tag, the 'does not contain' operator does not work correctly for tags inherited from linked templates.
For example, if you have two hosts with the tag "ENV = PROD"
- defined directly at the host level
- linked template
using the "contains" operator correctly shows both hosts. However, switching to "does not contain" (or similar operators like "does not equal" or "tag does not exist") should exclude both hosts, but the host with the template-defined tag still appears. According to the documentation, filtering should consider tags from both host-level and template-level.
