Runtime error occurs when URL of a web scenario contains an invalid hostid

      Steps to reproduce:
      1. Create a new web scenario (Hosts -> Web -> Create web scenario)
      2. Open it and change hostid in URL

      Result:

      Trying to access array offset on false [httpconf.php:568 -> CConfigFile->{closure}() in httpconf.php:568]
Trying to access array offset on false [httpconf.php:617 -> CView->getOutput() -> include() -> CConfigFile->{closure}() in include/views/configuration.httpconf.edit.php:387]

      Expected:
      Access denied or fatal error message should appear.
