When changing the URL from context=template to context=host (or otherwise), very inconsistent behavior is observed:

Scenario 1:
Steps:
1. Open Templates -> Discovery rules -> Trigger prototypes .
2. Modify the URL by changing context=template to context=host.
Actual result: New Trigger prototype CAN be created.

Scenario 2:
Steps:
1. Open Templates -> Triggers (Graphs, Web scenario).
2. Modify the URL by changing context=template to context=host.
Actual result: New trigger CANNOT be created.

Scenario 3:
Steps:
1. Open Templates -> Items (or Discovery -> Item prototypes).
2. Modify the URL by changing context=template to context=host.
Actual result:
1. No data found.
2. The "Create Item" button is available, but after clicking it, access is denied.

Scenario 4:
Steps:
1. Open Templates -> Dashboards.
2. Modify the URL by changing context=template to context=host.
Actual result: No changes.

Scenarios 1-3 are the same if we switch context from hosts to templates.

This behavior is very inconsistent. Depending on the section and the URL modification, users either see an "Access Denied" message, a "No data found" page, or a fatal error.

Expected result:
There must be one solution for such cases.
