Steps to reproduce:

1. Update installation from 6.4 to 7.0
2. Frankly I don't have a way to reproduce

Result:

Problems from some Trigger prototypes do not inherit tags from template

I see the inherited tags in trigger view

But the problem is not containing the tags from template

It is definitely happened after update from 6.4 to 7.0   

Expected:
Problems inherit tags from template
