The proxy never retrieves macro values from the vault directly.

Expected
After the changes implemented in ZBXNEXT-9564, proxy can retrieve vault secrets directly from it's vault. It may have it's own vault which is different from the server's vault.

The behavior of the proxy depends on the UI setting General -> Other -> Resolve secret vault macros by: Zabbix server/Zabbix server and proxy.
