Steps to reproduce:
We have a reporting trigger action, that should send a message via a media type.
This action should be triggered by all events in case of these conditions:
- not in a specific host group
- not tag value monitoring:only
- Trigger severity is greater than or equals Average
But in our environment there are some events, that fullfil these criteria but do not trigger the action and therefore not sending the message. Other events will trigger the send message
Info: Size of environment

Number of templates | 93 | |
Number of items (enabled/disabled/not supported) | 124278 | 115280 / 7466 / 1532 |
Number of triggers (enabled/disabled [problem/ok]) | 61746 | 55628 / 6118 [2165 / 53463] |
Number of users (online) | 63 | 2 |
Required server performance, new values per second | 689.05 |
Its a clustered environment with multiple proxies.
Result:

All of these hosts are matching the conditions and should have send a message (ignore the failed step... we are working on that - but is another issue and not related to the problem)
The changes were not immediately apparent in all events, some events still used old settings or tried to use old media types.
Expected:
If we change the media type or the trigger actions it should be used if a event matches the conditions...
