Large Difference Between system.cpu.util and Windows Performance Monitor CPU Readings

      We’ve received a customer report that the CPU utilization values from the Zabbix system.cpu.util key significantly differ from those shown in Windows Performance Monitor. Please see attached file.

      • Zabbix system.cpu.util is between 15% and 35%
      • Windows Performance Monitor and ESXi usually show CPU usage below 10%.

      system.cpu.util is significantly higher.

      This issue occurs on a Windows Server 2022 Standard 21H2 (build 20348.2113) running on ESXi, with 2 CPU cores assigned (Intel Xeon E-2334 @ 3.40GHz). NUMA is not used.
      Restarting the Zabbix Agent2 service temporarily resolves the issue, but the discrepancy reappears after some time.
      It doesn't happen constantly — in the customer's environment, it tends to occur during periods of high user activity.
      Could you please investigate this behavior?
