Problem description: Inline validation should not consider empty rows in Tags and Macros tables for uniqueness checks. The problem is actual for host, template item, item prototype, trigger and trigger prototype configuration forms:

Steps to reproduce:

1. Open configuration of any existin host, template, item, item prototype, trigger or trigger prototype
2. Switch to Tags (or Macros) tab
3. In the Tags (or Macros) table click on "Add" button twice

Result: Inline validation error is displayed under the last entry in table, that states that the entry is not unique.
Expected: Empty Tag and Macro table rows should not be applicable by uniqueness checks.
