Not all actions are available to users who are not super admins

      Steps to reproduce:

      1. Have two users - Admin and SuperAdmin
      2. Have some host group, common for two user groups
      3. Create a problem with any action like send an email or create a ticket in ServiceNow
      4. Check the problems page with Admin user
      5. Update the problem with SuperAdmin (add a comment, ack, whatever)
      6. Check again with Admin
      7. Even if both users are used in that action - the result will be the same.

      Result:
      4. No actions icon at all
      6. Total number (including the first step) and the update actions are displayed. **

      Expected:
      At least action icon and the number of actions are displayed. 

      For employees who simply monitor current issues and need to ensure that an action has been executed, it is necessary to create a separate SuperAdmin user type without access to certain interface elements, which is not entirely secure.
