Admin users should not be able to open the "Create new host/template group" pop-up directly via a link.

Steps to reproduce:
1. Log in as an admin user.
2. Navigate to the URL: zabbix.php?action=popup&popup=hostgroup.edit&groupid=0
3. Press Add button.

Result:
The group can not be created:

Expected:
Only Super admin users can create host/template groups, the message "Access denied" should appear.
