Should we validate templates-only file when importing from the Hosts page?

Steps to reproduce:

1. Create template
2. Add two items: master and dependent
3. Create graph using the dependent item
4. Export created template
5. Delete template from page (or use the file and start with the next step a-template.yaml )
6. Open Data collection -> Hosts page
7. Import the exported file with template data

Result:
error message "Cannot find item "dependent" on "A-template" used in graph "a-graph"."
There may be other scenarios, such as when a different template is used in an override.

Expected:
message "Imported successfully" without template data validation (and of course without template upload).
Ideally, show a more user-friendly message like "Nothing to import."
