MQTT won't reconnect if the broker is not available at startup

      Steps to reproduce:

      1. Add MQTT item
      2. Stop MQTT broker
      3. Restart the agent
      4. Wait for some time
      5. Start MQTT broker

      Result:
      Error "Connection refused" in log, the item is not updated with new values. The plugin never reconnects.
      Expected:
      MQTT plugin reconnects to the broker, item receives updates.

      If the agent starts when the broker is available, then further connectivity problems are handled gracefully and the plugin reconnects properly.
