Upgrade from 7.2 to 7.4 with database version does not match

      Steps to reproduce:

      1. Followed the upgrade procedures
      2. confirmed the zabbix server is running
      3. frontend is not able to access

      Result:

      Expected:
      T-shoot,

      stop zabbix-serer, stop nginx, stop httpd

      start httpd, got the default web page
