Steps to reproduce:

1. Create or modify a role with type admin, but unselect API access
2. Provide write permissions in user group to some hosts/templates
3. Try to link a template to a host were user has write permissions

Expected:

Host update should finish successfully if Admin user has write permissions on the host. Test and it works as expected on 7.0
