7.4.1 server reports 7.0.17 proxies work only data collection and remote execution is available

      Steps to reproduce:

      1. Upgrade 7.0.17 server to 7.4.1

      Result:
      7.0.17 proxies reported as outdated

      Expected:
      Proxy fully supported per https://www.zabbix.com/documentation/7.4/en/manual/installation/upgrade (Zabbix server fully supports proxies that are of the same major version as the server). 7.4 and 7.0 are same major version so either documenation or frontend messages are wrong.
