Add word "Web" to all labels related to web scenarios for consistency

      Need to change:

      1. Web monitoring widget from "Scenario tags section" to "Web scenario section",
      2. Web scenario configuration form tabname from "Scenario" to "Web scenario" (under host and template),
      3. Web scenario configuration form -> Tags tab -> toggle-cell options:
        1. from "Scenario tags" to "Web scenario tags",
        2. from "Inherited and scenario tags" to "Inherited and web scenario tags".
      4. Webitems.
