Template Import showing diff during second upload even when no changes has been made

      Steps to reproduce:

      1. Import template
      2. Import same template as in step 1 without any changes to it
      3. diff list showing instead the expected “no change” message

      Result:
      Diff instead of 'no changes' info. 
      Expected:
      "No change" message
