Tag display priority not working

      Steps to reproduce:

      1. Specify tag display priority (for example, when configuring Problems widget or in Latest data)
      2. Navigate to list view, observe that tags are displayed alphabetically instead of in the priority specified

      Result:

      Expected:
      Tags with display priority are displayed first, the rest of the tags are sorted alphabetically
