Customer reported that they have set up a monthly scheduled report, supposed to send out every 1st of the month, but this time it sent out a report on the 31st of October.

Steps to reproduce:

1. Install Ubuntu 24.04 VM
2. Install & setup Zabbix 7.4.5
3. Set up scheduled report functionality according to official Zabbix documentation
4. Create the following scheduled reports:
   1. 
   2. 
5. Disable "timesyncd" service:
   1. "systemctl disable systemd-timesyncd.service"
6. Set time to 1st of October, 8:58 in the morning, wait until 9:15 for both scheduled reports to send out:
   1. 
7. Once the previous reports send out, set time to 25th October, before daylight savings time change takes effect:
   1. "timedatectl set-time "2025-10-25 23:00:00"
8. Reboot VM
9. Wait for "31st of October"

Expected:
Scheduled reports should be sent only on every months 1st - October 1st, November 1st, etc.

Result:
Scheduled report gets sent on the 31st October. It continues to be sent as expected on the 1st of November.
