Access to maps should be based solely on whether they are private or public, not on the elements they contain.

      Hello Zabbix friends!
      We have an issue with access to maps.

      We log in as User A in Usergroup A with Hosts in Hostgroup A and create a map A, setting it as private.

      We log in as User B in Usergroup B with Hosts in Hostgroup B and create a map B, setting it as private.

      Result:
      Each user can see the empty map in the overview list and can even modify properties such as the owner.
      When adding elements such as images or shapes, users can still see all the information.
      The map is not accessible anymore only when hosts are on the map and the user has no permissions for all the hosts on the map.

      Expected:
      Users should only see their own private maps.
      For example, user A should see map A and user B should see map B, which makes more sense and is more understandable.
      Maps marked as private should only be visible to the owner, a shared user or a shared user group.
