Missing optional SSL extension makes all auth-conf unable to update

      Steps to reproduce:

      1. disable php ssl extension
      2. try to save the form

      {}Result: generic error

      Expected - being able to change password length as example.

      Result: the form fields are disabled, information icon is presented, data from previous

      User story #2:

      Have SAML configured, only then disable extension and look at the SAML form in Athentication: fields are enabled, and become disabled after submit with general error. Then fields values are cleared (they shouldn't be) in form but not form DB (as expected, we preserve disabled config in this domain).

      Similar scenario seems to be handled gracefully and appropriately for SAML tab in the same form
