Steps to reproduce:

1. Open form with pop-up without inline validation (f.e. SLA create form)
2. Click submit
3. Error message is displayed at the top with details expanded
4. Click to collapse details

Result:
Form is not resized and white space is left at the bottom. 

If you resize the window, form is resized but once you expand details form buttons are cut-off because resize is not called:

Expected:
As in 6.0, 7.0 and 7.2 when expanding/collapsing details pop-up dialog should resize
