Steps to reproduce:
1. Create a new service.
2. Add Problem tags.
3. Open Child services.

Result:
The filter is enabled even when child services cannot be added.

The same issue occurs in the Add child services pop-up when no data is found.

Expected:
The filter should be disabled when child services cannot be added.
