rsync rsync://repo.zabbix.com/mirror/ fails with "max connections (10) reached"

      Steps to reproduce:
      Hello,
      Since approximately 2026-02-04 05:50 UTC, rsync rsync://repo.zabbix.com/mirror/ constantly fails, even after several retries.

      Result:

      $ rsync rsync://repo.zabbix.com/mirror/
@ERROR: max connections (10) reached -- try again later
rsync error: error starting client-server protocol (code 5) at main.c(1863) [Receiver=3.2.7]

      Expected:
      rsync should work like it did on 2026-02-03.

      It looks like this happened before, see ZBX-18834.
