Steps to reproduce:

1. Download Zabbix Agent MSI w/ openssl version 7.0.23 or 7.4.7
2. Right click and go to properties. 
3. Find no Digital Signatures tab

Result:
MDE and Microsoft Edge flag it as unknown and potentially dangerous. 
MDE classifies it as a Trojan. Specifically https://www.microsoft.com/en-us/wdsi/threats/malware-encyclopedia-description?Name=Trojan:Win32/SuspServiceBin.A!cl

Expected:
Signed MSI like previous versions which hopefully won't trigger Anti-Virus.
