Steps to reproduce:

1. Scenario 1: adding new group which name matches already added record ID
   1. Open Template edit form 
   2. Check what ID has already added template group name
   3. Write that ID as new record name and click on it to add it
   4. 
2. Scenario 2: adding existing group which ID matches new record name
   1. Open Template edit form 
   2. Write and add as template group name ID, that matches a record ID in database
   3. Try to add existing record:
      1. Search based the name: record is excluded from matches set
      2. Click Select and choose record which ID matches newly added record name: 

Result:
It is not possible to add the record.

Expected:
New option can be added. Duplicates should be checked only by option name. Search results should include records which ID matches newly created record name
