      zabbix 7.4.6

      Steps to reproduce:

      1. Configure the host to use a proxy group
      2. Set the proxy parameter ProxyOfflineBuffer to 150
      3. Stop the zabbix server
      4. Wait for 10 minutes, start the zabbix server

      Result:
      There is no data from the past 10 minutes on the server
      Expected:
      The server can access the data from the past 10 minutes
