Can not navigate to "Edit filter properties" button with keyboard

      Steps to reproduce:

      1. Go to Monitoring -> Problems
      2. Save as filter
      3. Navigate to "Edit filter properties" with keyboard (use Tab or Shift + Tab)

      Result:
      Сan not navigate to button with keyboard:

      Expected:
      User should be able to navigate to button with keyboard
