Steps to reproduce:
- Open User role form,
- Click on some checkbox, for example: 'Default access to new UI elements',
- Use the mouse wheel or scrollbar to move up and down the page.
Result: Toggle-cells do not move uniformly with the form elements.
Expected: All form elements, including toggle-cells, should scroll smoothly and remain perfectly aligned with their respective labels and rows at all times.
