Inherited and item tags button do not work for discovered items

      Take a stock 7.4.11 or 8.0.0beta1 instance.

      Create an active proxy named "abba". It does not need to be online!

      Go to "Zabbix server" and execute "Zabbix proxy discovery".

      Go to "Items" and open:

      Proxy [abba]: Stats

      Visit "Tags" and press "Inherited and item tags". A message:

      Unexpected server error.: TypeError: Cannot set properties of undefined (setting 'counter')

      This happens with 8.0.0beta1 too.
