Precondition:
A user role saved with "Access to API" disabled (so api.access = 0 is persisted).
Steps to reproduce:
- Go to Users => User roles.
- Clone the "Super admin role" (or create/clone any role).
- In the clone, disable "Access to API" (uncheck it) and save (Add/Update).
- Reopen the newly created role for editing.
- Enable "Access to API" (check it).
- Try to change the "API methods" mode radio ("Allow list" / "Deny list").
Result: The "API methods" radio buttons remain disabled and cannot be changed, even though "Access to API" is now enabled.
Expected: Enabling "Access to API" should re-enable the "API methods" radio buttons so they can be changed.
