Steps to reproduce:

1. Go to Users > User groups
2. Select any group. Click on Host permissions tab
3. Click select, select all host groups and click update
4. Click on the same group
5. Remove host groups from permissions form-grid
6. Click on Select button next to Permissions form-grid

Result:
All checkboxes stay checked (This behaviour is only on master)

Checkboxes are disabled and User can not remove host groups from overlay-dialog.

Host groups can be removed only from Permissions form-grid.

Expected:

Only actual host groups should be checked in "Host groups" overlay-dailogue

User should be able to remove host group from "Host groups" overlay-dailogue. Not only from Permissions form-grid.
